		<description>If you go back far enough, you will see that the rates have changed little, well, maybe they are a little bit better?  I can remember this from my own high school days that fewer than half of the Latina ( I can&#039;t believe I&#039;m using that word) girls were expected to finished high school.    I don&#039;t think it&#039;s all cultural; it&#039;s at least partly economic because they needed to work for their families.</description>
